Evidence-based Education (EBE) is a coherent heuristic structure focusing on optimizing education practices (Djulbegovic and Guyatt, 2017). EBE is a set of principles and practices which can alter the way people think about education, rather than the provider of ready-made solutions to the demands of modern education,  (Philip, 1999). Moreover, EBE is what can guide education practices and decision-making based on multiple types of evidence, rather than a research method. EBE emphasizes the participation of multiple roles, including scholars from universities, education researchers from academic and research institutions, think tank staffers, elementary and secondary school educators, and government and school decision-makers (Xudong zhu and Zhiyong Zhu, 2020). By concentrating on Research-practice Partnerships (RPP), EBE can result in new insights into the educational processes, practices, and policies that promote the development of learners, educators, families, communities, and institutions where learning and teaching happen (Spencer Foundation, 2020).

To implement the thought of the 20th National Congress of the Communist Party of China (CPC) and instructions of “accelerated efforts to build China into a leading country in education” stressed by Xi Jinping, general secretary of CPC Central Committee on the fifth group study session of the Political Bureau of the CPC Central Committee, Faculty of Education (FOE) of Beijing Normal University (BNU), and Chaoyang District People’s Government of Beijing Municipality are to co-organize the “International Conference on Evidence-based Education (ICEBE)”. Furthermore, another focus of the conference is to advance the implementation of education and teaching reform actions, such as "Adhere to evidence-based decision-making" and "establish evidence-based decision-making mechanisms" which are mentioned in the “Action Plan for Deepening the Teaching Reform of the Basic Education Curriculum” issued by the Ministry of Education (MOE) of People’s Republic of China.
